Skill resets

  So, the other day, someone got blindsided by the undocumented free skill 
  reset on second login.  It got me thinking about it, and I decided to 
  change things around a little. 
 
  Now you won't get an unasked-for free skill reset on second login.  Also, 
  if you are at or under level 20, your skill resets will cost a nominal 
  pittance, instead of the regular escalating cost.  Past lvl 20, it'll work 
  the same as before.  See 'help advance' for the same info in another 
  phrasing.  Enjoy!
